Police clearance from your country of citizenship and any country where you've lived more than 6 months in the last 5 years. Must be apostilled and dated within 90 days of submission — UGE-CE auto-rejects older documents.
Translation into Spanish by a sworn translator (traductor jurado) on the MAEUEC official list. Notarized translations from abroad are not accepted.
Signed declaration attesting that you have no criminal record in Spain or in any country of residence over the last 5 years.
Private health insurance issued by a carrier authorized in Spain, with full coverage equivalent to the public Sistema Nacional de Salud, no co-payments, and no waiting period. UGE-CE in 2026 has been rejecting Schengen-grade plans with any co-pay. Alternative: Seguridad Social registration.
If your home country has a bilateral social-security treaty with Spain, your employer can request a Form A1 (or equivalent) certifying continued coverage under the home system. Submitted in lieu of Spanish Seguridad Social registration where applicable.
Pay the Tasa 790 modelo 038 online or at a collaborating bank. Required to file the UGE-CE application. ~€73.26 in 2026.
Pay the consular visa fee at the Spanish consulate covering your country of legal residence. Base ~€80 in 2026; some consulates apply a reciprocity surcharge (notably for US applicants).
Book and attend your appointment at the Spanish consulate covering your country of legal residence. Submit all originals and provide biometrics. Skip this task if applying from inside Spain via the UGE-CE direct track.
Register your address at the local ayuntamiento (town hall). Required within 3 months of arrival. The certificado de empadronamiento is needed for TIE renewal, healthcare, and most administrative tasks.
Within 30 days of UGE-CE approval, book a fingerprinting appointment at a Policía Nacional extranjería office to apply for your TIE physical residence card. Pay Tasa 790-012 (~€16.08).
If you want the 24% flat tax on Spanish-source employment income for 6 tax years, file AEAT Modelo 149 within 6 months of registering with Spanish Seguridad Social. The deadline is hard — late filings are permanently barred.
