Apostilled birth/marriage certificates demonstrating Mexican-citizen or permanent-resident family member.
Pay the initial consular sticker fee.
In-person interview at the consulate.

Enter Mexico within the 180-day sticker validity.
Within 30 days of arrival, book an INM appointment to exchange the consular sticker for the Permanent Resident card.
Pay the INM Permanent Resident card fee.
Attend the INM office for biometric fingerprinting and photo capture.
Pick up the Permanent Resident card 14–30 days after biometrics.
Register with SAT to get an RFC (tax identification number).
